Mr. Paul Murphy, a national of Barbados, has been an Education Specialist in the Social Sector Division of the Projects Department of the Caribbean Development Bank since January 2015.
Prior to joining the Bank, Mr. Murphy worked as a Project Educator and Programme Director with the Ministry of Education, Barbados. He had responsibility for the implementation of projects and programmes funded by multilateral development institutions, including the World Bank Inter-American Development Bank, European Union and the Caribbean Development Bank.
Mr. Murphy is currently a PhD Candidate in the Department of Education, University of the West Indies, Cave Hill Campus. He holds a Master’s degree in Education and a Bachelor of Arts degree in History with Sociology from the University of the West Indies, Cave Hill Campus. He is a certified Project Management Professional conferred by the Project Management Institute and holds a Certificate in Quality Management (with Distinction) from the University of Manitoba, Canada.
Mr Murphy has spent many years as a development practitioner and had undertaken a study focused on official development assistance. The purpose of his study is to determine the institutional constraints and processes inhibiting multilateral development institutions in the Region from more effectively addressing the delivery of quality education through the projects and programmes they finance.
